What does the future of social care funding mean for you?

Over 80 people including LINk members, employees of local organisations and members of the public all contributed to a lively discussion at LINk’s recent public meeting on a subject some have called the biggest change to care since the formation of the National Health Service. The meeting was timed to coincide with the Government’s consultation of this important subject.

  

Mark Platt, Director of Policy and Public Affairs, National Voices set out the background for the Green Paper and gave a national view point, describing how the current system for funding social care does not work for enough people and how it is hard to navigate especially for people with higher needs.

Aside from the shortcomings of the current system there is another factor demanding a change; a projected sharp rise in the number of older people amongst the population. This means there will be increasing numbers of people needing care coupled with growing expectations that care be delivered in a personalised way at home.

Cathy Kerr Director of Adult and Community Services, London Borough of Richmond upon Thames stressed the importance of people giving their views and agreed to include any comments arising from the meeting in the Richmond Council response.

She described some of the issues she felt should have been given more detail in the Green Paper; integration of services, carers support, a strategy for implementation and arrangements for safeguarding.

Some strong recurring themes emerged although there was general agreement between the local and national views:

  • Need to balance fairness nationally with flexibility locally.
  • Need to promote healthy living and integrated, personalised services.
  • A potential change of government will impact on development and perhaps delay but not derail reform.
  • A taxation option should be considered as a potential future funding stream

The meeting discussed the issues, with questions invited from the floor creating vibrant discussion on wide topics including.

  • What should "free social care" cover?
  • How do we differentiate between health or social care?
  • Who should benefit from free care?
  • Who should pay for free care?
  • What are the implications of surrounding issues such as Welfare Reform Bill?

Our sincere thanks to all who took part in our discussions, unfortunately we could not take questions from all who wished to raise them. This phase of the Government’s consultation has ended but the debate will continue, watch this space.
